Provides technical guidance and hands-on network administration and support to develop, build, install, and maintain automated tools for an Integrated Digital Environment (IDE). Tests and monitors infrastructure for validating systems design, compliance features, logistics resource requirements, and interfaces. Analyzes user needs for the development of functional specifications. Devises controls and modifies procedures to solve information management problems with design methodologies using both traditional file systems and relational database management systems. Optimizes, configures, and customizes advanced analytics based on client data.
The main function of the Information Systems Analyst is to provide solutions in distribution, organization, and archival of program information. The Information Systems Analyst (ISA) will be required to review program information on division tools and provide knowledge sharing opportunities. The ISA should be able to react to a shifting environment and provide input to the current knowledge management strategy in order to increase sharing capabilities internally with the organization, vendors, and user community.
As required by the Office of the Chief of Naval Operations (OPNAV), the contractor shall provide Engineering Support Services to execute the Naval Warfare Systems Certification Policy (NWSCP) (NAVSEAINST 9410.2A), and support the development and deployment of warfare systems throughout the life cycle of approximately 150 U.S. Navy Surface Ships in accordance with Warfare Systems Certification Standard Operating Policy (SOP) Revision “B”.  This includes providing annual support for the assessment of warfare systems in approximately 75 Navy Surface Ships through approximately 111 Warfare Systems Certification (WSCERT) Events (Warfare Systems Installation Authorizations (WSIA) and Warfare Systems Certification Decisions (WSCD)) in order to provide COMUSFLTFORCOM and COMPACFLT with Warfare Systems Certification Plans, early assessments of risk and characterization of maturity and readiness to support Risk Assessments for ships in new construction after sail-away and post shakedown availabilities and certification decisions to support the subject ship(s) throughout deployment.  In support of NAVSEA-05H Certification Leads, these requirements entail:
  1. Develop and maintain distributed data management tool(s) to streamline incorporation of data into decision-material as well as to retain historical records.
  2. Maintenance of the WSCERT Master Events Schedule (WSCEMS).
  3. Development of WSIA/WSCD Data-Calls in preparation for WSCERT Events.
  4. Maintenance of Information for each WSIA and WSCD Event.
  5. Supporting development of and data gathering for WSIA and WSCD Baseline Configuration Data-Calls, as required, throughout the year.
  6. Maintenance of Objective Quality Evidence (OQE) Checklists for each WSCERT WSIA/WSCD Event.
Requirements for the position are as follows:
  • 5+ years of experience supporting the DoD IT or related business field
  • Experience administering Microsoft Sharepoint and developing workflows.  i-NAVSEA experience preferred.  Other available Navy tools will also be considered.
  • Highly motivated individual capable of working independently and/or in teams with the ability to multi-task, prioritize, and meet deadlines.
  • Significant organizational skills with an ability to communicate effectively orally and in writing.
  • Proficient in Microsoft Excel, Power Point, Word, and Outlook
  • Active Secret clearance is required.
Desired Qualifications:
  • BA/BS desired
  • Strong analytical skills especially in the areas of IT, communications, and social networking
  • Security + or DoD security training (NISPOM, DCID 6/3) preferred
  • InfoPath forms development, HTML, and CSS preferred
