Job Description: 
Immediate opening for an Asset Management Engineer responsible for the daily management of Commercial Off-The-Shelf (COTS) software assets in the DevOps and AWS environments within one of the highest profile programs. The Asset Management Engineer will support the life cycle of COTS software asset management to mitigate risk through identification, deployment, management, and optimization. The Asset Management Engineer is responsible for the governance and reporting of the Software Asset Management life cycle in the DevOps environment - this includes identifying, monitoring, and recording software assets to ensure compliance with vendor contracts. The Asset Management Engineer will also recommend improvements and implement procedures for tracking program assets throughout their lifecycle including implementation and support of a Software Asset Management (SAM) Solution. Reporting to the COTS Manager, the Asset Management Engineer is a key role in supporting the effective management of program COTS software assets in the DevOps/AWS environment. 

Key Responsibilities: 
Assist the COTS Manager in implementation and administration of SAM tools for the Program Development Environments. Ensure the tools are maintained, with appropriate integration to other sources of asset data. 
Assist the COTS Manager in developing effective SAM strategies, policy, approaches and practices. Coordinate with IT, Software, Configuration Management, and Supply-chain to ensure program COTS Asset Management practices are in line with applicable Raytheon standards and policies, communicated to the program, and consistently followed to mitigate risk. 
Gather data and provide analysis of all processes that have an impact on the cost and risk of COTS software asset life cycles: 
• Identify and report on breaches of SAM policy, and track remedial action. 
• Identify and report on asset-related risks and progress of mitigation steps. 
• Ensure accurate and timely reporting, and that data completeness and quality issues are quickly identified and escalated to the responsible service owners. 
• Gather data, provide analysis, and maintain data on COTS vendor agreements. 
• Ensure the program's ability to respond to software vendor license compliance audits or license validation requests, in consultation with Supply-Chain Management. 
• Collect COTS software license proof-of-entitlement data for the program (COTS software license agreements and purchase details), determine specific COTS entitlements, and help maintain in the IT Asset repository. 
• Collect hardware/software license utilization for the program, analyze entitlement/utilization for risk and optimization, periodically report to program management, and provide recommendations for resolution of non-compliant situations. 
• Maintain SAM Program solution documentation. 
• Monitor SAM system interfaces and scheduled imports, reports, and exports; resolve errors and exceptions. 
• Contribute to the program by analyzing asset data and make recommendations on how to use the assets to optimize program spend, reduce risk, and increase operational effectiveness. 
• Maintain competence in and document COTS software licensing models applicable to the program.

• Experience supporting a Software Asset Management system implementation (i.e. Aspera, Flexera, Eracent, Snow, etc.)
• Prior experience working with supply-chain management/procurement and COTS software vendors on COTS licensing agreements
• Prior SAM roles or demonstrable experience of working to deliver SAM capability
• Demonstrable understanding of licensing models for major COTS software vendors and experience with license optimization • Flexibility and adaptability in a fast-paced, constantly changing environment
• Ability to manage a high volume of details with excellent accuracy
• Strong oral and written communication skills, with excellent presentation and facilitation skills
• 5+ years of experience with IT, enterprise asset management or information management
• 3+ years of demonstrated experience in liaising with/making presentations to middle and senior management
• 3+ years of experience in managing the risk and cost implications of IT contracts or contract negotiations

Formal Education & Certification:
Bachelor’s degree in science technology engineering or Math (STEM) with emphasis in computer Science and information technology, or eight+ years of equivalent experience. One or more IT certifications such as ITIL Foundation, Certified Asset Management Professional (CAMP), Certified Software Asset Manager (CSAM), and Certified IT Asset Manager (CITAM) is a plus.
