Participates in contract activity with low to moderate risk to business unit and agreement complexity, per Corporate and Contracts policy. Handles routine or standard contract agreements and related documentation in accordance with established contract policies and procedures. Requires independent business judgment for routine issues. Major Responsibilities: Under the direction of senior staff, analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations and Battelle policies. Drafts, develops, negotiates and administers contractual agreements for assigned programs. Coordinates proposal issues requiring the expertise of other groups, proposes solutions to problems encountered in negotiations and assists in solving problems that may arise during contract performance. Supports negotiation of agreements of low to moderate complexity, as required. May act as the client interface during negotiaitons of low complexity. Analyzes requests for proposals from general policy, business, financial, contractual and risk perspectives. Contributes to the development of the general proposal/contracting strategy. Reviews contracting data entered into the system for completeness and accuracy including risk questionnaire, associated proposal documentation, and required proposal review. Under the direction of senior staff, assists in the development of contracting strategies in partnership with internal clients. Ensures all required proposal reviews, concurrences and approvals are obtained before a proposal is submitted to a client. Reviews proposal and contracting data entered into company system(s) for completeness and accuracy. In conjunction with other business support staff, responds to unusual or potential business and contractual performance problems and makes recommendations for corrective action. Assists in Contract Closeouts, including document closeout, management and development of reports for department and internal client review. Accountability: Position Requirements: BS 2-5 years Basic working knowledge of corporate policies and procedures. Basic working knowledge of contracting concepts, Federal Acquisition Regulations, Uniform Commercial Code, applicable international contract law, or public contract acquisition law and regulations. Ability to draft simple contractual instruments in accordance with prescribed templates and guidelines.
