The Subcontract Specialist is responsible for the development and management of complex, multi-year development and production service subcontracts requiring ongoing oversight and administration of specifications, statements of work and terms and conditions. The successful candidate must be able to identify and qualified supply source selection, prepare bid packages, analyze and evaluate proposals, perform Price/Cost Analysis, negotiate subcontract pricing & provisions, perform supplier assessments and source selection, prepare/issue Subcontracts and Summaries of Award (SOAs), identify and manage supplier risks and administer resulting subcontracts. In addition the successful candidate must have experience managing Award Fee/Incentive Fee plans, experience managing subcontractors through the application of Earned Value program performance measures and experience negotiating and incorporating subcontract modifications. This role will interface heavily with subcontractors’ cross-functional teams and their lower tier suppliers to ensure subcontractors provide on-time delivery of compliant product at or below program budget. The Subcontract Specialist is an integral member of the internal Subcontracts Management team supporting and collaborating with Program Management, Engineering, Operations, Finance, Quality and Integrated Program Team leads. Job duties must be performed in compliance with Public Law (FAR/DFAR).

Duties and Responsibilities: • Ability to read blueprints and understand basic engineering documents • Oversee and participate in high value subcontract negotiation • Determine the appropriate selection and issuance of fixed price, time and materials, labor hours and cost-type agreements and/or purchase orders. • Develop financial strategy in driving the cost model down to increase profitability • Collaborate with the program the coordination of process validation, first article inspections as well as prototype and production schedule • Work in collaboration with the IPT team the coordination of early supplier involvement in highly technical and/or complex new products, parts and designs to optimize quality and meet schedule • Develop and maintain strong business relationships with the subcontractors • Monitor and provide feedback to the IPT on critical supplier performance to ensure timely delivery • Oversee the management of subcontractors to meet all subcontract requirements including but not limited to management of financial obligations and mitigating cost overruns, schedule, technical and quality requirements • Manage administrative tasks including the coordination and support of milestone payment, performance based payment, invoice review, and ongoing communication with the subcontractors and program teams • Measure the effectiveness and performance of subcontractors across the business based on EVMS & technical performance • Responsible for the reporting of subcontractor’s performance utilizing the monthly Supplier Rating System • Ensure subcontract compliance with Public Laws, IIS policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements • Develop solutions in resolving supplier contractual issues that requires a high level of creativity • Perform risk assessment, identify potential risks and impacts, and develop mitigation plans • Participate in source selection process and the development of cost proposal during new business pursuit working collaboratively with Program Management and the IPT leads • Contribute in process improvement of the department • Follow market price trends and develop market strategies. Required Skills and Experience: • 10+ years of related experience in major complex subcontracts • Experience with DOD procurements • Thorough knowledge and experience with Government regulations and Public Laws • Ability to develop and negotiate teaming agreements, master subcontract agreements, and blanket purchasing agreements • Proven ability to build and maintain solid relationships based on mutual respect with senior level internal and external customers, peers and team members • Demonstrated ability to influence key decision-makers and to effectively negotiate with Subcontractors • Working knowledge of Earned Value Management System (EVMS) and Risk Management. • Ability to simultaneously manage multiple subcontracts and priorities • Problem solving and critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity • Exemplary written and oral communication skills, strong presentation skills, ability to listen well and communicate effectively with others • Proven ability to collaborate across the organization and operate effectively within a matrix environment by resolving conflict and influencing others • Proven track record that includes collaborating with Program Management and Engineering/Technical individuals regarding management of SOW requirements and subcontractor work outputs (including cost and schedule) • Strong negotiation and interpersonal skills • Demonstrated project management skills
