Primary Function: Responsible for applying a standard sourcing methodology to initiatives of high risk and high complexity for direct, indirect and overhead procurement categories. Sourcing engagements at this level require industry expertise, strategy development and execution as well as consideration of total cost of ownership, financial modeling and strong negotiation skills, to meet the variety of needs in the business. Acts as a resource for advice, counsel and guidance in addition to mentoring junior staff. May provide performance feedback to senior management. Major Responsibilities: Leads the planning of negotiation strategies for high risk and high complexity strategic sourcing events. Negotiates and manages contract terms and conditions, cost savings, and performance standards to meet desired initiative or project outcomes. Organize, initiate, plan, track and manage key processes and category spending improvement initiatives. Recognize and analyze problems, risks and issues. Apply change management techniques. Understand dependencies. Identify, assess, evaluate and document risk factors and changes. Assure projects are completed within schedule and cost objectives. Develop category and vendor strategies proactively through on-going market and spend analysis. Build strong, balanced relationships with suppliers and internal clients at levels appropriate for the position. Develop and document project plans for strategic sourcing events. Maximize supplier base leverage and reduce supplier base where necessary. Effectively communicate material and information to various audiences within. Regularly lead strategic sourcing project activity discussions in departmental staff meetings to communicate or collaborate on initiatives, project activity, supplier performance and business planning. Provide leadership and strategic plans for market analysis, sourcing, implementation, financial accounting and controls for several procurement categories. The analysis will include support for business decision-making, ensure risk mitigation and cost optimization. Have an expert understanding of technology and eProcurement systems, and will provide direction to the implementation of systems and controls to improve efficiency and manage spend for their categories. Lead the development of streamlined and automated data-management processes. Lead critical supplier interactions to ensure that supplier performance meets financial and operational objectives. Expertise in financial analysis including cost model development. Evaluate supplier capabilities, cost structure, risks, partnership potential and total cost of ownership. Reviews procurement activity to ensure that buying is constantly reappraised on a competitive basis, and is consistent with Federal Acquisition Regulations (FARs), Uniform Commercial Code (UCC), other regulations and laws, generally accepted business practices, ethics, etc. Inspires and motivates others through positive leadership, demonstrated ability to embrace business strategies and apply them to sourcing strategies. Accountability: $5,000,000 signature authority. Certain project assignments or commodity groups may require a higher authority, based upon program needs. Many decisions represent a negotiated compromise between internal and external considerations often involving complex legal, regulatory or financial factors as well as price/cost and delivery utilizing the knowledge, experience, negotiating skills, and judgment of the incumbent. Position Requirements: BS 12+ years Expert knowledge of procurement, sourcing, and implementing strategic purchasing programs; excellent leadership and communication skills; analytical and problem solving skills; proven communication and time management ability. Proven leadership skills with the ability to assume a leadership role. Strong financial analysis, project management, and negotiation skills.
