Senior Mgr/Group Mgr, Facilities, Test & Manufacturing

The Group Manager will:
  • Provide strong leadership and effective management to a diverse team of 3-4 section managers with a total of 75-150 people across multiple JSC facilities supporting multiple NASA divisions. The workforce includes non-union, and union represented members
  • Ensure safe operations across the organization, with a proactive view towards enhancing safety and the safety culture.  This includes daily safety activities, development of Job Hazard Analysis, and promotion of overall safe working culture.
  • Lead sustained, superior performance in a metrics driven environment, reporting performance to plan and supporting metrics on a regular basis.  When needed, develop recovery or mitigation plans
  • Responsible for the successful conclusion of projects and tests by providing leadership, strategically managing risk, monitoring finances, and ensuring each phase of the project/test remains on schedule
  • Communicate status of projects, resources, workflow, and special assessments to NASA customers at the NASA Engineering Branch and Division levels along with reporting to upper management.
  • Develop and implement financial cost models that enable NASA to meet internal objectives for cost/value creation as well as meet contract requirements for the operations, including identifying impact that are outside contract deliverables
  • Coordinate matrix support functions (such as engineering, quality, finance, procurement) other NASA organizations.
  • Encourage innovative thinking, driving continuous process improvement for safety, cost performance, schedule performance and customer satisfaction.
  • Manage and follow through on requests from management, the customer, Division Technical Manager (DTM), and employees.
  • Be active in the leadership team and assist the Director in strategic planning, personnel development, and recruitment.
  • Assess individual and team performance across the group, adjusting workloads and coaching/mentoring employees, with a focus on developing managers reporting to you.
  • Ensure compliance with Collective Bargaining Agreement provisions within the group.
  • Perform other duties as required.
Requisition Qualifications:
This position has been posted at multiple levels. Depending on the candidate's experience, requirements, and business needs, we reserve the right to consider candidates at any level for which this position has been advertised.
  • Requires a bachelor's degree and normally possess 10 years of experience in the field or in a related area. Typically reports to a Program Manager.
  • Require extensive, demonstrated leadership skills as evidenced by prior progressive supervisory experience, including managing managers.
  • Previous management and leadership experience in leading technical, multi-level, cross functional teams with proven ability to achieve results and positive outcomes working with first-line managers, team supervisors, and lead technicians.
  • Must be able to effectively communicate with others.
  • This position requires a full time on-location presence at JSC
  • Excellent verbal/written communication skills and interpersonal skills.
  • Experience managing internal/external customer relationships.
  • Previous project management experience.
Requisition Preferences:
  • Bachelor's degree from an accredited college or university and fourteen (14) years related experience, or master's degree and twelve (12) years related experience.
  • Preferred leadership experience one or more of the following areas: testing, facility management, mechanical manufacturing, electronics fabrication, R&D testing facilities, R&D manufacturing, light manufacturing, and hardware testing.
  • Previous experience managing/leading/operating in the NASA environment.
  • Knowledge of and experience with handling and processing flight hardware.
  • Previous experience leading represented employees subject to a Contract Bargaining Agreement (CBA).
  • Human as well as spaceflight hardware testing experience strongly preferred.
  • Experience with cross training and utilizing employees across organizations.
